Vishakha Madam,
The problem is that the PDF creators like in this case mutual funds have
disabled the option "allow screen readers to read text". That's why whenever
we try to open the secured PDF file, we get this error.
There is no way to deal with it, as we don't have the master password to
change the settings of the PDF file.
If you want your statement, go to MutualFund's site, and request statement
via email, that statement should not be password protected, and which can be
accessed by screen readers.
I have tried with Reliance and CAMS.

Subject: [AI] Problem in accessing some password protected PDF files
Hello:
I am unable to open password protected PDF files received from mutual Funds.
After entering the password, the message is protection failure.
Has anyone also faced similar problem? Whether it could be because of usage
of accessible version of Acrobat Reader??
Thanks,
Vishakha More.
