Point no. 86 from the Railway Budget Speech (PDF) taken from PIB at Page 20:
Concessions
86. At present physically handicapped persons are not entitled for
concessions on Rajdhani and Shatabdi trains. It is proposed to extend the
concession facility to them in these trains also.
Before we start sending emails, I suggest that a raw draft be
prepared, so that we do not have people telling different things to
these super intelligent officials.
