rights and not grumbled on the group only. Now it is for all of us to

the CAR and this letter every time we fly.
We have to be vigilant because now each of the airlines has to formulate

Subject: Carriage of incapacitated passengers.
Sir,
DGCA has issued Civil Aviation Requirement (CAR) Section 3, Series M,
Part
I
on
Carriage by Air of Persons with Disability and/or Persons with Reduced
Mobility. In
accordance with the provisions of the above mentioned CAR, no airline
shall
refuse to
carry persons with disability or persons with reduced mobility. Airlines
are
also required to
formulate a detailed procedure for carriage of disabled persons or
persons
with reduced
mobility and publish the same on their website.
It has been observed that information available on the website of
scheduled
domestic airlines in this regard is very sketchy and incomplete.
Further,
reports have been
received in this office that one of the scheduled domestic airlines has
denied boarding to
the blind passenger. It may be stated that blind passengers fall in the
category of
incapacitated passengers who do not require any medical clearance or
special
forms and
only require special assistance at the airport or in
embarking/disembarking.
In view of the above, all the airlines are directed to formulate a
detailed
policy for
carriage of disabled persons or persons with reduced mobility including
blind and publish the
same on their respective website. All the airlines are also directed to
make
the same available
at different airports and also sensitize their employees in this regard.
Non-compliance of the above instructions will be viewed very seriously.
