I am using I E 9 and win 7 and have never faced the problem. Unlike in i E 7 there is no dialogue box in I E 9 and there is only notification bar. To go to notification bar, press alt +n and by pressing tab you can select save option. Hope it helps you. But if the file is hetting opened, I am not sure whether you will get save option. If you don't het the option, explore the download setting.
