You have raised a very, very important issue and I think we all have to join hands to make our cities safer against open man holes uncovered pits, untidy footpaths, uncovered electric
wires, stray animals etc.

We should certainly file a PIL regarding this and try our best to make a difference.\ Regarding the stray dogs, I have herd so many cases where the visually impaired have been bitten if not ferociously barked at by them. I myself have been a victim of being barked at, very ferociously and nearly bitten whenever I use my white cane. The street dogs perceive the white cane as a threat and react in a very ferocious manner, which is really scary at times. This discourages me to use the white cane and sort of impedes my independence with respect to my mobility. After complaining to the municipality a couple of times, I finally was told that in our country, the law by the Supreme court with respect to stray dogs says that they just have to be injected, waxinated so that even if they were to bite, no one gets rabies, that's about all. I fail to understand the logic behind this law of not getting rid of the stray dogs. In countries like America and Australia, the law states that there should be no stray dogs and other stray animals at all, and even pets cannot be left lose in public places and have to be chained and caught by the owner.

I think its high time we all have to get together and raise our voices against all this, file a PIL regarding this and fight for our rights till the very end to make sure that our cities are much safer for one and all.

Friends,

The day before yesterday, a colleague of ours along with his wife had gone
to a market near their house in North Delhi. Both are visually impaired and
the lighting on the road was poor and the wife slipped and fell into a pit
on the way and was badly hurt.

Now pits, open man holes and all kinds of such obstacles are not very
uncommon in a country like ours where the civic administration is totally
inefficient, corrupt and insensitive. All of us  who are visually impaired
in this country have to thank God that we have not fallen into any of these
traps as yet that are waiting for us in our cities while going about our
daily lives.

We are called upon to be independent and  mobile. I wonder how this is
possible when the environment around us is unsafe and inaccessible.

This apart, a few years ago I was visiting an old building in Central Delhi
and while climbing the stairs, I found uncovered electric wires hanging
loosely on the sides of the staircase. A blind person could easily touched
these wires. Wonder what the city authorities would have said then. I have
encountered such staircases in Mumbai too.

Another safety hazard for us blind people are the stray dogs and monkeys
that boldly roam the streets these days. Shouldn't we do something about
this?

I think it is time we raised our voices against this. People have to realise
that open man holes uncovered pits, untidy footpaths, uncovered electric
wires, stray animals  and the like are unsafe for all concerned. We should
not be waiting for an accident to take place before  taking any action.
