Generally, extra time of 20 minutes per hour is allotted to the Visually
impaired candidates in the examinations.
To my knowledge, the additional time is set as per the hour and not as per
the paper.
Perhaps UPSC is breaking the norms.

Subject: [AI] about inadequate extra time in UPSC exam
Hi listers UPSC is going to hold civil service prilimnary exam in May
2012, in this exam the extra time which is given to a visually
handicapped candidate is only 20 minute per paper, it mean only 10
minute per hour. Don't you think this extra time is too inadequate?
Don't you think that UPSC is not giving appropriate opportunity to us?
In most of the examinations at least 15 minutes are given per hour.
Even in U.P PCS exam there was 40 extra minute in two hours
examination. In Delhi Judicial services examination there was 45 minute
in 2.5 hours exam.
I would like to know from legal experts that is there any such
regulation on the basis of which we can drag the UPSC to provide at
least 15 minute per hour in this exam? Please do tell me because I am
giving representation to UPSC chairman or If needed I will go to Delhi
Highcourt in a writ petition.
