For Excel 2003, the checkbox lable is "Edit directly in cell". This checkbox is present on the Edit tab of the multipage Options dialog box. Press CTRL+TAB as many times required to navigate to the Edit tab of the dialog box. Once you're there, press TAB as many times required to navigate to the desired checkbox.
