Dear Harish jee,

First, no one would give it in writing. I have seen this in many cases where 
people are denied for banking services and even for opening an account. They 
are either asked to open a joint account or are straightaway told to 
approach some other bank. Some times, even producing RBI circular and IBA 
guidelines doesn't yeald the desired results.

Further, I really wonder why RBI can't setup a process to monitor if 
directions issued by them are really followed by the banks. If anything 
happens which affects the larger community, I mean, so-called sighted 
people, RBI at once initiates the action. May be, because of fear of media 
but it is silent for VI community since last four years.

If you can recall, few days back in response to one of the mails regarding 
SBI's initiative of opening accounts of VIs, I had mentioned about SBBJ's 
current rules for providing banking services to VIs and had given the link 
to their ATM card application form where in "Terms & Condissions" in section 
2.2, they clearly write "Blind and Illiterates are not issued ATM card".  I 
had written a formal mail to RBI's head office around October 2011, and 
apprised them about difficulties faced by one of the person in availing the 
ATM pin, but nothing happened after a mail assuring me that the matter has 
been taken up with SBBJ and the rules of SBBJ are still unchanged

I have even tried suggesting people to file an RTI and ask the reason for 
denial in writing but in this SBBJ case, they have replied to the RTI 
application that blind are elligible to have an ATM card but when this 
person aproached the branch, they denied. SBI's service "Project Unhappy" is 
also of no avail in this case.

Please ask them to give in writing that RBI rules are not applicable to 
them. I would suggest you arrange to record it if you speak to them and also 
don't forget to collect their name and designation.

I also had to face some problem while opening my salary account with
Citibank more than 3 and half years back in my privious company.

Strange part was, when I showed him the relevant circular, he said,
circulars issued by RBI and IBA are not applicable to Citibank, as its
a foren bank.

from there we have mooved on it seems, as now atlist they are saying
that, RBI rules are not applicable to them.

Nevertheless, I did not give any additional undertaking to Citi even then.

My CEO and Chareman were furious on the matter and matter had been
resolved by my CFO at that time.

I still have Citi account active and have not faced any problems till date.

You may mention the same to them that, the accounts have been opened
in the past by Citibank to VIs if that helps.
