Dear Arvind,

Some banks have introduced the concept of virtual credit card. These are credit
card with user defined limits and are generated online. In case your bank
allows the creation of virtual
credit card then you can create one and use it for paying  your electricity
bill without worrying about issuance of physical credit card. May be some of
our list members associated with banks  can throw more light on the same.

Regards,

Vivek
