are 70% or any percentage of blindness as it is the fact?. you could have

All India institute for medical sciences (AIMS) in Delhi can be the
best option if it is required in an urgent bases.
Some contacts may from the concern institute help you a lot in this
regard.
You can also send a written complaint to the hospital which has denied
the medical certificate via registered post. Site the relevant section
from definition clause of pwd act. Also attach the extract of the
section with the complaint letter, and don’t forget to mention in
letter that you’re attaching the extract for the section which you
have sited in the body of your letter. Request them that your matter
must be resolve within 7 days or something like that. Wait for at
least 10 to 15 days and then file an RTI asking the current status of
your complaint letter. Attach the copy of the slip of the registered
post with the RTI application. Also, As per previous advise, you can
approach to CCPD.

THERE ARE TWO RP guys from Bhusaval who have lost between seventy and
eighty percent vision.
They have approached Halgoan civil hospital for disability
certificates but have been refused on the ground that they cannot be
given one till they are hundred percent blind.
Because of this they had to leave studies as they could not avail of
any concessions like writers and extra time.
Please advise how they can be helped.
