You may give it a try.

Go to format cells dialogue box using ctrl+1.
Press tab key and you will reah the category combo box. Arrow down to the last category ustom.
Press tab once and type this code
###.00
The hash (#) sign is for normal numbers and and the zeroes after the dot sign is for decimal places.

What I notice is that if the cell is formatted for percentage beforehand, the figure displays correctly. Otherwise, Excel tends to multiply it 100 times.

I had faced the same problem. Don't exactly remember how i solved, but
go to number tab as already mentioned and do juggling with decimal or
other formats.
