Actually, the cut off should not be in percentages which are arbitrary. Cut off should be operational. For example, for visual disability, if a person is able to do the things visually, even with assistive technology, no further benefits other than assistive technology in form of reasonable accommodation. The benefits like reservations should be for those who are not able to do the things visually anyhow...
