I think the approach you said seems more arbitrary than percentage. for example, can you define clearly the phrases "do the things visually", with assistive technology", "reasonable accommodation" which you have used in your mail? the interpretation becomes complicated and it leads to miss-interpretation and corruption.

Actually, the cut off should not be in percentages which are arbitrary.
Cut off should be operational.
For example, for visual disability, if a person is able to do the things visually, even with assistive technology, no further benefits other than assistive technology in form of reasonable accommodation. The benefits like reservations should be for those who are not able to do the things visually anyhow...

certificate will become a bonus.


Internationally many countries provide reasonable accommodation to all but
concessions and benefits to a few and the cutoff is higher than our 40%.
Also be alerted to the economic situation all over the world where the State
has diminishing roles and resources.

Keeping the specific problems of the visually challenged in mind I did write
to the heads of all the 3 National organisations-
NAB, NFB and AICB as to how we got the 40% cut off. I was trying to
understand if there was a reason for 40% or could we try for 50 or even 60
per cent. Somehow the email exchange got into a blame game without anyone
really looking at the problems that the severely disabled face. I will raise
it again when we really seriously debate the new law.

I have covered 2 issues-one of fake certificates and the other regarding who
should get a certificate in the first place.
Both these issues are in our hands to some extent. If I know that Mr.X has a fake certificate then I got to complain and let the authorities investigate
and at some time I got to think about who really needs the concession and
how much. The State may not have endless financial resources but it has
endless power to change mindsets and to make things possible.

I hope that you may be aware Newspapers/magazines do prefer to publish
scam news which is backed up by authoritative sources.
Also, Section 69 of PWD act prescribes the punishment for such offence.
Please try to collect as much as information and in detail with regard
to the offence.
