If you want to format C drive and reinstal windows you have to delete the partition. Then in the next window you should create the partition in the freed up space and should instal windows. If done with care there is kikely to be any risk. partitioning is not needed in this case. while partitioning, one has to take extra care to back up all the data in the hard disk. some times the adjacent partitions may also be deleted while deleting a partition. once it happened to me.
