summary of demands/issues  submitted by sambhavana organisation to
delhi university.

We emphatically demand:-
• Setting up of functional Enabling Units in all Departments/Faculties
of the University provided for by the UGC under the 11th plan.
• Enabling units must perform the following functions:
• Books and other study materials in accessible formats to students
and faculty;
• Reading service to students and faculty;
• Writers for persons with blindness or low vision and maintain a scribe bank;
• Editing and correction of scanned study materials;
• Assistive technology and solutions technical support to normal
faculty to make their teaching method and handouts accessible to all
students including students with disabilities;
• Provide /coordinate/advise making college, building, class rooms,
labs, toilet, office, fitments, library and all infrastructure and
services accessible to all persons with disabilities;
• Study renovation to see that new changes are adding to
accessibility to persons with disabilities;
• Provide training to Students or Faculty /staff with disabilities in
use of assistive technology;
• Organize sensitization programs for entire staff and students of
college on disability issues;
• Provide basic assistive technology which could be used by Students
and Faculty for their reading and writing needs;
• Create a pool of sign language interpreters;
• Ensure participation of persons with disabilities in all activities
including sports, seminars and other academic and extracurricular
activities;
• Provide support to persons with disabilities to borrow books from library;
• Provide facility for students to write their examinations using
computers equipped with assistive technology;
• Arrange for accessible transport.
• Complete waiver or appropriate concession in Reevaluation Fee for
the disabled students. (which is currently Rs 1000/ copy)
• Updating and implementation of access audit reports
• Books and material in Hindi should be provided to all Hindi medium
students and in accessible format particularly in Unicode (as well as
in the audio format and Braille) to the visually impaired which is in
accordance with the Government of India norms.
• Make easily accessible reading materials (both Hindi and English) on
a specifically dedicated website accessible only through the
University/college server that the differently abled can use from
their respective locations as well.
• Setting up of at least two hostels one for boys and one for girls
with 300 seats in each and where no less than 75 % seats should be
filled on preferential basis from the students with Disabilities. Such
a hostel should meet the accessibility standards and be on the notion
of inclusive environment.
• Scholarships be provided for all the needy and poor students with
Disabilities.
• Allowance for vision impaired students to enable them to meet the
expenses that they have to incur on getting the services of readers.
• All disabled scholars doing M.Phil or Ph.D. should be provided
non-NET fellowship. This is also the pattern in some other central
universities, such as JNU.
• Organization of “remedial classes” for differently abled, provided
for in the Persons with Disabilities Act (1995), and inclusion of this
clause in the new merged scheme of the UGC.
• Use of Students’ Welfare Fund for the Benefit of disabled Students:
• Promotion of Inclusive Sports and Co-Curricular Activities
• Make fully accessible the various websites of DU through screen
reading softwares and their updating as per the standards or
international guidelines of accessibility approved by National
Informatics Centre and the Ministry of Social Justice and Empowerment
so that vision impaired users might use them independently.
• Maintenance and Adherence to PH Roster on Ad hock and Permanent Posts.
• Students with disabilities who come to seek admission should get
equal treatment and benefits in merit as it is given to SC and ST
students.
• Libraries be made accessible by:-
• Connecting them to the rams/lifts.
• The Digital Catalogue be made available in the accessible format so
that a vision impaired person could search the desired document/book
independently.
• Starting of a time bound process of putting plates of embossed
Braille title on every book/document.
• Every shelf in the library should have marks inscribed in Braille
indicating the numbers.
• There should be facility of computers loaded with screen reader and
Scanners with OCR for vision impaired in the College libraries so that
such persons could access any material which is available in the
library for others.
• Organization of a Disability Summit in the University, to hear out
the grievances and demands of differently abled.
• Constitution of an Empowered Committee for preparing a time-bound
action plan to resolve the abovementioned issues. Such a committee
must include apart from the concerned University officials, persons
having firsthand experience of disability and related work and
research.
