If you are unable to locate paint then it is in the drop down of accessories under all programs. Once you open your image with paint press alt and the focus is on home tab arrow down to image and right arrow to bring up the drop down and arrow down to resize and hit enter to open up a dialogue.In the following dialogue set the radio button to resize pixels and uncheck the check box for maintaining aspect ratio.type in the horizontal and vertical sizes as specified on the application and hit ok. Now save your image and you are done. Guess I'm clear enough.
