no you can not travel in sleeper class with a general ticket. as there is
no quota fix for the source and destination station, railways can not
convert your general ticket to sleeper class. it is your risk and the
discretionary power of railway whether a penalties would impose or not while
traveling on sleeper with general ticket.

Hello All,
I had gone to the railway station to book a Sleeper Class ticket from
Bhatkal to Mangalore in train 16524.
I was told that due to non availability of quota ticket for this
sector cannot be booked.
However, I was advised by railway department that train will be empty
and I can a general ticket and board the sleeper class. Then I can
request for class conversion and pay the differencce fair.
Please let me know whether this is possible. Also, is there any way I
can know which are the seats that come under Mangalore quota so that I
can occupy those seats.
As the train stops in Bhatkal for only 2 minutes, I will not be able
to check the charts.
Please guide.
