I think you are asking relating to any advertisement where along with several reserved vacancies it is showing -1 post for blind or low vision. As for as i could understand ur question, it mean 1 post is reserved for blind or low vision, any one who is blind or partially blind can be appointed against this post after fulfilling other requirements such as written test or interview. If u have any spesific question in your mind in this regard, you are welcome to be explicit.
