Hi Jyoti, I have recently heard of a NGO called Esha that can create maps. If you have access to a tactile graphics embosser, then you can print any map you want once suitable preprocessing has been done.
The Royal National Institute of the blind in the UK has world maps. They do have an export department and would be worth contacting.
