I don’t know, how useful it might be to you, but I will share a
personal experience in dealing with maps to understand Geography.

In the beginning, when I started to understand maps, we actually
enlarged maps first. Secondly we put a thread on the maps, so that I
could, with the help of my fingers understand which state was located
where on the map, for example, Jamu and Kashmir is the first state
that is located on the map of India. This basically helped in
understanding the area and in distinguishing one state from the other
while marking it.

However, you must note, that I used it only for understanding maps and
as you said, the Geography. This was never used for testing me on
maps. AICB, Gurh Gaon School also has some good embossed maps that
they use for explaining their students.
