NGOs to draft charter for UN on rights for
disabled

 

Around 25 leaders from several organizations
working for the disabled in 15 states gathered to draft a charter on
disability, which will soon be submitted to the UN. The consultation's
significance lies in the fact that disability was not included in the UN's
Millennium Development Goals (MDG) and as a result, the charter will focus on
getting prominence post the 2015 development framework.

Laptop to be provided to All Students with
Disabilities

 

Report by India Education
bureau, New Delhi: The Board of Trustees of the Trust Fund for Empowerment of
Persons with Disabilities increased the fresh scholarships from 1000 to 1500
per year under the Scholarship Scheme (Trust Fund) here today. The Comptroller
and Auditor General of India chaired the meeting of the Board. Laptop will
be provided to all the Students with Disabilities now.

Now, a software to assess disability


 


The state Information Technology (IT) department has developed a
new software to assess five types of disabilities; visual, hearing, physical,
mental retardation and other mental illnesses.  The Software for
Assessment of Disabilities, Maharashtra (SADM) provides doctors in 42 district
hospitals, general hospitals and medical colleges with login details to access
the system. The doctors, who are deemed eligible to issue the certification by 
the
State, are required to enter details about the applicant based on which the
percentage of disability for the patient is calculated by the system. The
disability certificate will then be generated.

66th World Health Assembly adopts resolution
calling for better health care for people with disabilities 

 

Member States are encouraged to
ensure that all mainstream health services are inclusive of people with
disabilities; provide more support to informal caregivers; and ensure that
people with disabilities have access to services that help them acquire or
restore skills and functional abilities as early as possible. The resolution
calls on WHO to support the United Nations General Assembly's High-level
Meeting on Disability and Development (23 September 2013) and prepare a
comprehensive WHO action plan with measurable outcomes for next year's World
Health Assembly.

Self-employment panel for persons with
disabilities.

 

Self-employment panel was
introduced for assisting disabilities persons in the Kilinochchi district. On
the leadership of Kilinochchi Additional Government Agent S. Srinivasan an
event was held and social service ministry Additional Secretary Christi
Fernando, Northern Province social service department Director Mrs. N. Inbaraj
including many attended.

Microsoft India unveils IT tools for the
disabled

 


In a bid to empower the
physically challenged with computer education and heighten their employment
prospects, Microsoft India showcased several IT tools that promise to help the
handicapped take to computers.

DESPITE the state government's
stringent guidelines to ensure the physically challenged have access to basic
infrastructure facilities, a recent accident has brought to fore how even plush
showrooms in the city blatantly disregard these norms.

Disabled girls sexually exploited


 


The city police on Friday night
arrested five people, including the administrator of the residential school run
by Awaaz Foundation, at Kanota on Agra Road. Police said the five speech and
hearing challenged girls had complained to the committee members through sign
language during counseling that they had been sexually exploited, beaten and
misbehaved with by people at the school. The girls are orphans aged between 12
and 17. The Government Girls' Home at Gandhi Nagar sends speech and hearing
challenged girls to Awaaz Foundation for residential and educational purposes.

Enabling Communities project receives social work award 

 


 “Building Enabling Communities:
Community-Based Health, Rehabilitation and Livelihoods” project in India,
Mumbai received the “She-Impact Award 2013” for outstanding social service. The
award was introduced by the Go-Green Foundation, Thane to recognise
contributions to society through social work. The project was chosen for its
immense contribution to improving the quality of lives of disabled people
living in poverty.

Grants to
Improve Education & Employment Outcomes for Low-Income Children with
Disabilities - Application Deadline August 19 

The U.S. Department of Education published a notice for applications for a new
competitive grant program, "Promoting Readiness of Minors in Supplemental
Security Income (PROMISE)". The program serves children with disabilities,
ages 14-16, who are receiving Supplemental Security Income and their families.
Grants up to $10 million a year for 5 years will be awarded. Informational 
webinars will be held on May 30 and June
4, 2013. Application deadline is August 19, 2013.

the Affordable Care Act 

The Affordable Care Act protects women and their
families by providing health insurance options and lowering out-of-pocket
health care costs. The new health law covers preventive care, free of charge, 
offers
health plans that cover all people with pre-existing conditions, and allows
children up to age 26 to stay on their parents’ health plans.

Federal
Agencies Partner to Expand Mental Health Services for Veterans, Service Members
& Families 

The U.S. Departments of Veterans Affairs (VA), Defense and Health
and Human Services have released a report on their progress on
initiatives in the Executive Order to Improve Access
to Mental Health Services for Veterans, Service Members and Military Families.
These federal departments have been working to increase the capacity of the 
Veterans Crisis Line by 50
percent; hiring more providers for VA mental health services; and
implementing a suicide prevention campaign.

EEOC Releases
Updated Publications on Employment Rights of People with Specific Disabilities 

The U.S. Equal Employment Opportunity Commission (EEOC) has
released four revised publications on protection against disability
discrimination in the workplace. The publications address how the Americans 
with Disabilities Act applies
to job applicants and employees with cancer, diabetes, epilepsy and 
intellectual disabilities. You
can find these documents on the EEOC website under "Disability

Phuket Sport: Indian deaf cricket team
stranded in Bangkok – not allowed to board plane to Chiang Mai because of
disability

CHIANG MAI: The Deaf Cricket Federation of India were invited to
play a week of cricket matches during the last week of April, sponsored the
Prem Cricket Academy. But it almost didn’t happen when after arriving from
Delhi the team was told to get off their Bangkok Airways connecting flight to
Chiang Mai because company policy deemed it unsafe.

On May 30th UNICEF is launching its flagship publication State of
the World’s Children (SOWC) this year dedicated to Children with Disabilities.

to the global, necessary and increasingly urgent debate about disability
rights, especially those of children. State of the World’s Children 2013:
Children with Disabilities focus on the position of children with disabilities
in a varying worldwide landscape. The publication will be available at

New NCD
Publications Look at Future of Medicaid Services 

The National Council on Disability (NCD) has released two new
publications on Medicaid, "A Medicaid Block Grant Program" and "The Case for 
Medicaid Self-Direction". The
first publication looks at the effects of capping federal Medicaid funding and
shifting to a block grant format which would give states a fixed amount of
federal assistance annually. The second examines Medicaid-funded
self-directed services.
