Hi friends I am really disappointed that I couldn't appear in my PCS exam(26 June) due to unavailability of scribe. The fact that, the recruitment was a special recruitment where 12 posts were reserved for PH candidates, is playing a catalysis role in augmenting my agoney. Uttar Pradesh Public service commission invited for these group A and group B posts, in the application form they don’t ask for choice of exam center, however it is their policy that they allot the center which is nearest to candidate’s correspondence address. I provided the address of Delhi as my correspondence address, in this case the nearest exam center was Ghazyabad or Merut, but going out of the way, commission allotted me Allahabad as the exam center. Initially it was very difficult to find out the people to accompany me to Allahabad(630KM from Delhi) to write my exam, however one of my acquaintance asured me that he will accompany me and will be my scribe for this exam. I became tentionfree and was preparing well since last month. But recently this person joined a new job, these days he is having his training period and as per rules of the company during training it was not possible for him to take any leave in any circumstances, but he didn't discuss with me about this condition, till yesterday he was assuring me that he will manage his job, but today his HR clearly refuse to entertain any request for giving leave. I myself talked to his HR and tried to pursuade him that its very urgent matter and only a student of class 12th or an undergraduate can be scribe therefore he should be allowed to take one day leave, but HR talked with me in a very professional manner and clearly told me that his one day leave during training period mean his turmination. I didn't enterfair in this matter then.
It was today(25 June) 11 AM, when I tried to search another possibility, and I was having my exam tomorrow morning(26 June) of course the time was too short, and I had to travel to Allahabad from Delhi aprox 630KM! Friends during last days of exam, normal people do revision of the whole syllabus, but we, visually handicapped, calculate that whether the scribe will be available or not? if he will be available, will he be able to properly read the question paper? and so on! I called my two or three friends who were having some connection with Allahabad, but the time was too short and it was a working day, despite of their sinceer efforts nothing went in my favour, One of access Indian, Mr Sandeep also tried to help me but it was not my day today. My all efforts failed and ultimately after all day array of fruitless exertion, with heavy heart, taking few drops of tears in my eyes, I had to cancel my ticket and returned to my hostel. Friends here one thing compell me to think about our condition, that not only we have to do lot of preparation for any competition but also to take additional distress that whether I will be having proper chance to appear in the examination? Here one thing is importent that there should be a proper mechanism that the exam center should be allotted at nearest location to the address given by the candidate or they should spesify a particular center for conducting the exam. . Here I provided my correspondence address of Delhi, therefore the nearest center was Gaziyabadd or Merut, but due to allotting the center in Allahabad I faced the difficulty to persuade any undergraduate student to go with me to Allahabad. Therefore friends should it not be pursued at higher level that, all recruiting agencies should allot the exam centers to physically handicapped candidates at the nearest location to their address? if they have not asked about the choice of centers already. I think I will be writing to CCPD and commissioner for the persons with disabilities in state of UP regarding the matter that chief commissioner should issue these guidelines to the recruiting agency that nearest exam center should be allotted to the physically handicapped candidates to mitigate the hardships, or they should make arrangements to write the exam on computer alternatively. -- Mohib Anwar Rafel M.Phil/Masters in International Law, Center for International Legal Studies JNU.
