although Disability certificate works for life time, sometimes recently
issued certificate may be asked from the candidates for the certain jobs or
studies

If you were asking about the railway concession, the maximum time I have
seen is five years from the date of issuing. I am not sure about the blind
certificate though. I wish it would be a prominent one. I don't think I
will get eye sight by this life time.
