public enterprises, govt. of india. hence, any bank has no right to
discriminate on such ground.

No such rule. The special conveyance allowance is only additional.
However, you need to have a vehicle registered in your name in order
to claim petrol allowance. Otherwise you will be given certain fixed
amount. You apply for the same in HRMS.
