sir, conveyance allowance for disabled central govt employees has been fixed
as per the 6th CPC and it is maximum upto rs.1600/- and also it is exempted
from income tax. the conveyance allowance to the disabled employees has been
exempted upto Rs.1600/- P.A.
but, for the bank employees the department of public enterprises revise it
from time to time. mainly once in a 5 years. and it is very less. currently
5% of the basic pay or Rs.400/- whichever is lower.

Special conveyance allowance is given to disabled employees, whereas petrol
allowances is given to all employees depending on their grades.
I believe, Central government is giving additional petrol allowance to
disabled employees.
Again, this is not the same as the special conveyance allowance. In addition
this special conveyance allowance is only for those in the financial sector.

No such rule. The special conveyance allowance is only additional.
However, you need to have a vehicle registered in your name in order
to claim petrol allowance. Otherwise you will be given certain fixed
amount. You apply for the same in HRMS.
