Yes, 1% is for VH subjected to the condition that that post should be identified fit for VH. There is a list of post identified suitable for VH in Grade A and B central government jobs. For Grade C and D all posts would be open fot VH. This list of identified posts is available on http://www.socialjustice.nic.in/
