Sir, This happens in most of the exams, SSC CGL and UPSC civil services exam too. Though my experience is : They assign exam centres especially for VH which is helpful in a way that the officials and staff of school is instructed and sensitised how to handle whole process, providing scribes,provision of compensatory time, taking blind candidates to their rooms. Seprate centre also has really less number of students which alao helps.
As they keep seprate exam centres for VH, they need a minimum number of canditates for that paticular place, so mostly they end up the exam centre alloted in big cities instead of the selected one. On the other hand, because of this it causes great problem to the blind candidates and many of them finally dont make to the examination hall. The reason I think is communication gap, where welfare policies are made without getting the opinion of the targeted group and about their preferences.
