Shireen, If I remember correctly cancer patients were not in the disabled list at that time. I will recheck. The quantum leap is because In it was introduced for the first time, there was no time for training and awareness. This time around we had meetings with the Census Commissioner a year before the enumeration started. We also got the opportunity to train the enumerators on how to ask this touchy question and not to leave it out. We also explained the situation to our own people. I think you might find some old mails on accessindia. Also we explained to our families to be sure to answer this question without embarrassment or underplay. I still think the 45million is an underestimate because we could not reach every single enumerator nor could we reach every disabled or disabled persons family. It is a great improvement and gives us more bargaining power. egorly awaiting your explanation. so plz do the needfull as soon as your done with being numb. 1 reason that comes to mind, could b the part about recognission. where u might argue that greater awareness has led to more openness with facing facts and true figures. also that people working in the disability sector have probably worked their best, and managed to achieve their aim of forcing the government to face reality and smell the coffee. that is of course 1 possibility. the other reason that could perhaps explain the quantom leap could b the recent increese in the number of conditions under which 1 can be included among the disabled. for example the inclusion of cancer patients as part of the comunity if it has been considered by the sensus reports could explain the high numbers. for me it is only scary and depressing. because it also brings to light a whole lot of other figures such as the extent of mal-nurrishment of to be mothers, and the number of people that could have been able to cure themselves of their potential disability, but weren't able to do it in time, because of lak of resources.
