  Hello,

  A vh girl was appointed as a recaner in my office in 1991. A caner or recaner 
is a special post reserved for vh persons. When all other group D employees 
were upgraded to the rank of group C after official training on the basis of 
the recommendation of the 6th pay commission, this girl was not sent to 
anywhere for training. When I came to know of the matter, I informed the 
concerned section of NIVH regional centre and VRC and requested them to consult 
one of these organisations two years back, the department simply wrote a letter 
to the central board for clarification. The letter was not replied, in 
consequence the girl's case was forgotten. On my advice she prayed for training 
in 2012, rather quite late. Still nothing happened. Now I am drafting a letter 
for her mentioning all the relevant provisions in the pwd act with emphasis 
that the negligence of the office is in violation of the pwd act.

  The problem is that I don't actually know much of the situation of other 
group d employees or other caners under central government. Can anyone inform 
me of provisions for training of vh cg employees and their upgradation?
