Interacting with an IVR is fairly hard on android. The primary problems I faced in doing this before I moved from a google nexus to the IPhone were: 1. The option to turn on loud speaker is clumsy and time consuming - most IVRs time out by the time you get the speaker working. 2. The android accessibility platform is not responsive enough to allow quick identification of keypad numbers. This becomes even worse if you use a third party TTS like the ivona voices instead of the built in google TTS.
With the IPhone, IVRs are extremely easy to use because the above two problems have been solved. The IPhone is prohibitively expensive though. So, if you can afford only an android phone, you should try to get a phone with a good processor, not use third party voices and keep a minimum of background services running to conserve processing power. Also, if you try to use an IPhone 4 with the latest IOS 7 update, you run into the same problem as android because the iphone 4 processor is not fast enough for the new OS. So, if you are using or buying an IPhone 4, do not upgrade to IOS 7. Alternatively, look at http://www.speeddots.com. These are for iDevices but you may be able to make something similar for the phone you purchase. Be warned, this is a non-trivial task.
