Pranav ji I will try to answer the problems that you've pointed out.
 1: legislation can be done only if we fight together as a community as
 we prohibited ordinance on PWD bill.
 regarding stats and number of VI customers that banks have sure I do
 agree that its less but still with financial inclusion on cards it
 will only increase.
2.  with technology advancing from time to time and that too with much
 faster rate I don't think its imposible.
 if you say most of the people don't track there mobiles often it will
 be our mistake once we receive an SMS containing OTP then there must
 be a stipulated time duration before which a VI customer should call a
 dedicated number (tolfree customer care number can be used for this)
 and input the cheque number along with OTP received so that the cheque
 can be cleared.
3. in case if our mobile is stolen then we can call customer care from
 any other mobile/ landline then stop payment of that cheque and block
 it temporaryly as we block our debit card/ credit card.
