When is the Judgicial services exam?
The CCPD guidelines were drafted only after several High Court judgments.
These judgements are reconfirmed in the different clauses of the CCPD
guidelines. So apart from the CCPD guidelines of 2013 I would like you to
use these judgements as and when you file a case in Delhi. 

Let me explain- There were certain guidelines in 2003 from the CCPD. These
dealt with 50% marks etc for a scribe etc. 
People hated these guidelines. 

In 2006 Kishore Gohel cajoled me into appearing for him. We intervened in
the on going litigation. At that time there was a problem in Maharashtra-the
current CJI Mr. Lodha then in Bombay High Court had ordered all recruitment
in Maharashtra to be stopped till the Disabled quota got filled. To rush
through in whatever manner they could Maharshtra government conducted exams
where the writers were 4th standard students.   Since I was the blind lawyer
and I had intervened and I saw the other lawyers had no experience and the
government was pushing some rules, I had to draft. I remember a that time we
had to do it just outside the court room. Suhas Karnik and Ketan Kothari
helped and we got a fairly good set of guidelines through. This became the
standard for Maharashtra and tifferent people have used it across the
country.  
Then in 2007 Sisodia's case came up before CCPD. I appeared on 3 occasions
for him. After that the officer at the CCPD's office then Ms. Sunita Singh
realised the problem. The CCPD called a meeting of the stake holders CBSE,
UGC etc. in 2008. I had submitted a note based on the 2006 guidelines,
Dipendra's notes on computer based exams and the discussion on
accessindia.On the bases of the paper I submitte and the discussions at this
meeting in February 2008letters were sent to different ministries etc for
their opinion. Finally when there was no response from ministries etc Mr.
Pincha notified these guidelines in 2013.
While we waited from 2006 to 2013 we have had to go to Court on many
occasions. Many have agitated before Delhi High Court and I know that in
Mumbai it is constant. These judgements are with Amit Bhat, on the eyeway
and Pratik Aggarwal's website. These are what you should use if you are
going to court. 
I thought this problem would end after February 2013 but....
 I must also tell you that even after 2013 once again Maharashtra decided to
issue its own guidelines. It took 4 dates in Court and lots of explaining
and a whole lot of paper work to get the Maharashtra guidelines in line with
the CCPD guidelines. 
I hope you use all this material if you are going to file a case against the
Judicial exams. 
It is a bit too premature for the UPSC but I am tracking it.

Thats very importent issue. Rather I am going to file a petition in
Delhi high court against the High Court itself for implementing MSJE
scribe guidelines in upcoming Delhi Judicial service exam which is
conducted by the High Court itself. I talked to Registrar of High
Court, but he was of the view we can not implement these guidelines
because it will be difficult to ensure that a candidate isn't involved
in cheating. If I am able to get order from High court once, I can go
to High Court again against UPSC for proper implementation of these
guidelines or to do some favorable arrangements.
