Ideally, it should have been that...

"in cases where it is impracticable to provide ramp facility in any
bank branch, banks should make such alternative arrangements by making
their employees provide banking services to PWDs at the doorsteps of
the branch".

A blanket exemption like the one in this circular, without even
defining the word "impracticability", gives enough opportunities to
the banks for non-compliance of the same.  Also, just like one third
of new ATMs to be accessible, the same proportion of the newly
established branches should also be accessible along with ramp
facilities.  With the branch expansion on the rise in the present era,
a rule like the above will make lot of future branches accessible.
So, the implication is that, if a particular premises is not conducive
for provision of accessibility, let the bank search for an alternative
premises or make efforts to make it accessible.
