Hi,
At the first instance, could you let us know whether you encounter this
problem each time during the fresh session of the start up of JAWS?
try pressing insert Plus Z twice in a rapid succession, JAWS will announce
"the virtual cursor will be turned on for all applications". If it says its
opposite, that is, "turned off, press that keystroke again to toggle the
state. You can execute this command anywhere in the window.
