each check book holder, VI or normal, is responsible for safe guarding his or checque book!

in bank of baroda, the circular is blind can not be issued cheque
books if they don't sign and use thumb impression.
but, they gave me by mistake since our staff accounts are opened in
bulk in branches instead off regional back offices and officer failed
to take note of my thumb impression and also updated my mobile number
wrongly.
generally, even normals, who use thumb impression, who r illiterates
cannot get cheque books, but we are literates eventhough we might give
thumb impression for consistancy.
i advise cheque book is risky unless its necessary for you.
even, normal cheque book holders suffer difficulties due to fake
cheques presented in banks.

it completely  depends on the authorities and bank policies. as far as I
know, ICICI has never created, any problems to VI, at least in last 2 years

or more.
