I am not very optimistic about this proposed plan. Such proposal is destained to backfire. According to the Tribune report published in 2012, "out of 5 disabled people in India 3 do not have their disability identity proof." Census and NSSO findings which would serve the government for collating the numbers of persons with disabilities are flaud to the worst.
