Dear Arvind,
the rationale behind dividing jobs under different grade is to
allocate certain level of administrative power to officials, which
facilitates the administrative function of departments and
organisations...
For example, in banks, a clerical staff do not gets power of
sanctioning a loan, whereas an officer gets the power for it.
Similarly, the power of sanctioning loan amount increases with the
higher level of scale.
So, a clerical staff cannot perform certain tasks which an officer
can, but there is no bar for officers to perform those tasks
undertaken by clerical staff.
