Having blind persons in the population is not a misfortune for a country. It
is a reality and every country has some.
the misfortune in this case is referring to having the largest population of
blind in the world.
I think this is certainly  not a positive thing for india, we should strive
to prevent blindness as much as possible by improving health system and
nutrition. 
Of course there  will be cases where nothing can be done to prevent
blindness and for them organisations like Saksham  have to continue to work
hard.

I think lack of respect for human diversity and different capabilities is
one of the main bases which predetermines people's  negative perception
about disabled people. What constitutes inability and unproductivity is very
subjective based on so called ablest notion. I wonder why a number of women
despite being working round the clock at home earn wrath from male members
because women do not earn? Same is the case with disabled people. lack of
conducive atmosphere and support system perpetuates the understanding that
people with disabilities are burden and of no value.
