Sambhavna, an organisation working for the differently-abled, filed the PIL pointing out that only five of the 1,129 vacancies expected to be filled through the examination were reserved for visually-impaired candidates. The Supreme Court had in 2013 held that three per cent of the total number of vacancies in the cadre strength had to be reserved for the differently-abled persons. Issuing notices to the Union Ministry of Personnel, Public Grievances and Pensions, and the UPSC, a Vacation Bench of Justices Mukta Gupta and P.S. Teji sought a reply by July 15.
