However I hold the view that this girl has been wrongly denyed to appear in the exam. The condition of informing the exam centre one weak in advance is applicable where the candidate is asking the exam center to arrange the scribe, but where the scribe is being arranged by the candidate himself, there is no need to appear for the varrification prior to the exam. If the scribe is with in permissible limit , he must be allowed to take the exam. I will request the girl to file a case with state disability commissioner or to CCPD for reconducting the exam. Else, if she is financially sound, she should rush to high court immediatly. But remember, the justice is quite expensive these days!
