The idea is "noble" as they say but most certainly regressive in my view. The intentions are good but the proposal is rather illinformed and missguided.

Efforts are being made to set up a separate university for the cause of visually-challenged students in Andhra Pradesh. If it becomes a reality, it will benefit the community in large numbers,” Gowda said. Gowda added, “When compared to normal students, who form 10 per cent of them who fail in engineering exams, it is exactly opposite in the case of specially-abled students. It is evident with the recent example of Ira, who was suffering from 65 per cent physical disability, yet emerged topper in IAS exams.” Former director of All India Institute of Speech and Hearing (AIISH) Na Ratna recalled his study on education for visually challenged students, during his visit to USA in 1956. “When USA seriously thought over the education of very category of students, it took time in India.
