The idea is "noble" as they say but most certainly regressive in my view. The 
intentions are good but the proposal is rather illinformed and missguided.

Principal of Vid-yavardhaka College of Engineering B Sadashive Gowda,
on Saturday, stressed on setting up a separate university for higher
education of visually challenged ed students.

Addressing the gathering at a seminar on ‘Encouraging visually
challenged girls for higher education’, organised by UDIS Forum,
Coimbatore, and Divya Jyothi Charitable Trust, Gokulam, here, Gowda
said that according to a survey, there are over 80 lakh
visually-impaired students in the country.

“However, they remain neglected by the society, forcing them to suffer
from lack of sufficient textbooks and other facilities. Efforts are
being made to set up a separate university for the cause of
visually-challenged students in Andhra Pradesh. If it becomes a
reality, it will benefit the community in large numbers,” Gowda said.

Gowda added, “When compared to normal students, who form 10 per cent
of them who fail in engineering exams, it is exactly opposite in the
case of specially-abled students. It is evident with the recent
example of Ira, who was suffering from 65 per cent physical
disability, yet emerged topper in IAS exams.”

Former director of All India Institute of Speech and Hearing (AIISH)
Na Ratna recalled his study on  education for visually challenged
students, during his visit to USA in 1956.

“When USA seriously thought over the education of very category of
students, it took time in India. Disabled students who achieve despite
odds, should be a role model for the society,” said Ratna.
