Configurator bundle cannot reconfigure

The configurator bundle does not pick up changes in configuration files. This
means we will have to delete the cache before we can change the configuration.
We can add a system property, org.apache.ace.TODO which can tell the
configurator _ not_ to reconfigure (this is useful when using, for instance,
AutoConf). The default behavior will be to reconfigure.
