Description:
The configurator bundle does not pick up changes in configuration files. This
means we will have to delete the cache before we can change the configuration.
We can add a system property, org.apache.ace.configurator.reconfigure which can
tell the configurator _ not_ to reconfigure (this is useful when using, for
instance, AutoConf). The default behavior will be to reconfigure.
