In a Servlet Spec 2.4+ (maybe 2.3 too, but I think it's 2.4) container
the tlds are hunted down by the container. You don't need to declare
them in web.xml. I only brought it up to try and eliminate a TLD
version to JAR version mismatch. I don't think it is the problem
though.

Acegi 0.8.3 comes with Spring 1.2RC2 (We should look at distributing 1.2.3).

Try downloading Spring 1.2.3 and replacing the contacts sample
WEB-INF/lib/spring-1.2-RC2.jar with the 1.2.3 dist/lib/spring.jar from
the Springframework 1.2.3 download.
