I don't think that this is necessarily the case. With Flash videos cpu usage is at 200% in Windows and perhaps 150% in Linux whereas for regular videos (which should be accelerated by the graphics card) it's next to nothing. I cannot believe that a different codec could be the sole reason for such a difference.
