After AD Review but before IETF LC, this restructuring was removed from this document, and described in draft-sipos-dtn-bpv7-admin-iana. As this document requests code points in a way that assumes a restructured "Bundle Administrative Record Type" sub-registry, it is blocked from proceeding (without changing the request) as the registration is not possible. As such, this document is parked awaiting changes to the registry. The action is with the DTN WG to decide on the fate of draft-sipos-dtn-bpv7-admin-iana.
