For the exceedingly little it's worth, I've always thought of those
integers as type labels rather than version numbers (I'm not sure
that versioning challenges makes that much sense, given how their
labels are conveyed by the protocol).  Let's say that this is named
dns-02, then a problem is discovered with dns-01 that would cause it
to be deprecated and a new new dns challenge is rolled out that is
substantially similar, but called dns-03.  How is that actually a
problem?
