One more bizarre observation.  While there were two ethernet ports active in the
machine there was only one ethernet cable available, so I had to keep moving
that back and forth between the two.  It turns out that unplugging the ethernet
cable from the nvidia port (the one that won't WOL) causes the machine to start!
 It does that plus/minus the second card, and plus/minus a magic packet.  In
other words, as the machine/linux is now configured following poweroff
unplugging the ethernet cord starts the machine.  As far as I can tell there's
no BIOS option that corresponds to: Power on when the ethernet cord is 
unplugged.
