Sorry for the delay. I'm on vacation last week. :)
As the events can be generated properly, it should be a user space problem.
Here is a test that should fix your problem:
Copy the lid.conf to /etc/acpi/events/,
Copy s3-script to /root/ and change its mode to 777,
Restart the acpid and try again.
