Not sure I should throw this out there, but I'd like to confirm that the Restart/Shutdown issue doesn't seem to affect Xubuntu at all. I installed it over my previous Kubuntu installation after I figured I didn't need a 2nd KDE system on my machine (MEPIS). It's still the same AMD X2 64-bit machine, and even has chunks of KDE mixed in with the native xfce elements, yet restart/shutdown works like a dream.
